ANSAA Update on AAA (Arkansas Activities Association)/ Aug 10, 2007:

The Arkansas Activities Association (AAA) Annual Meeting of the Governing Board was held July 31, 2007 in Little Rock.  The focus of the meeting was to consider twelve proposals to amend the AAA Constitution and Bylaws. The following information is a list of the proposals and the voting results. For more information, go to the AAA website (ahsaa.org). Proposal No. 1 / Passed

Classification Exceptions: An exception to the method of classification may be considered by the AAA Board for 7A and 6A schools when the issue of geographic locations causing excessive travel is involved. (Effective 2008-2010 classification cycle)

Proposal No. 2 / Failed

Football Benefit Games: 7A and 6A schools may have a second pre-season scrimmage prior to their first regular season playing date in week 7 of the AAA calendar.

Proposal No. 3 / Passed

Sportsmanship Manual: Uniform code of conduct for all AAA member schools.

Foreign Student Eligibility: Foreign students are eligible for competitive interscholastic participation for a  maximum of one school year or two consecutive semesters under one but not both of the following circumstances: J-I Visa students in a recognized exchange program who are listed on the CSIET Advisory List program must meet all eligibility rules except the residence requirement. J-I Students shall be eligible for only one school year beginning with their initial enrollment. F-I Visa students must meet the residence rule requirement established after attending an AAA school for one calendar year in order to be eligible for competitive interscholastic participation. These students are eligible for only the next two consecutive semesters. (Effective 2007-2008 School Year)

Foreign Student Residency: No member of the school’s administration, coaching staff or athletic director, paid or voluntary, shall serve as the host family for any foreign students who participate in athletics. (Effective Fall 2007)

Cheer & Dance Regulations: Include Cheer & Dance as a sport under the jurisdiction of the AAA with a defined season and all regional and state competitions to be run by the AAA. ( Effective July 1, 2008)

Athletic Dead Period: An annual two week “Athletic Dead Period” for all AR schools running week 51 through 52 of the AAA calendar. During this time coaches are prohibited form engaging in any type of activity involving student athletes whether it be practice, training, weight lifting, competition or travel. School athletics facilities will be closed to student athletes during this period. (Effective 2007-2008 School Year)

Spring Football Practice: Increase the number of FB practice days form 5 days to 10 days in pads over 2 weeks between week #37 and the last day of school.

Basketball & Softball Championships: For all district, regional and state tournaments, and state finals the higher seed will automatically be the home team. If two teams have the same seed the team on the top of the bracket will be designated as home team.

Tied Conference Soccer Games: HS conference games used for the substitution of conference games that end in a tied score shall be extended for the purpose of breaking the tied score. This requirement shall not apply to a conference that does not certify a team for a state play off. The existing Tie Breaker Procedure fro State Tournaments, as stated in the Soccer Handbook, shall be utilized for the purpose of resolving all tied scores. (Effective 2007-2008 School Year)

Soccer Sportsmanship Timing Rule: At the end of the first half of play, if a goal differential of 6 goals or greater exists, the duration of the second half shall be reduced by one-half. Clock stoppage shall remain unchanged. At any point in the second half that the goal differential reaches 6 or grater, the remaining time shall be reduced by one-half. There shall be no change in the second half should the goal differential fall below 6.

(Effective 2007-2008 School Year).

Residence and Transfer Rules Modifications Effective July 1, 2008: 
 
  1. Nonpublic schools having 80 or more students in grades 10-12 shall be moved up one class when classifying schools.
  2. All transfers must take place before July 1, in grades 7-10 for eligibility purposes provided CSAP forms are signed for public, nonpublic, or boarding schools.
  3. Students transferring after July 1 of the 10th grade year shall not be eligible for one calendar year unless there is a bona fide move from one public school district into the public school district that the student will be attending.
  4. After July 1 of the 10th grade year parents in districts having multiple high schools must make a bona fide move into the attendance zone of the school that the student will attend for the student to become eligible.
  5. After July 1 of the 10th grade year a student whose parents live outside a 25 mile radius of the nonpublic school must make a bona fide move within a 25 mile radius of the school that the student will attend to become eligible.
  1. Tuition and Financial Aid Procedures

         Tuition must be paid by parents, legal guardian, or other family member.  If parents, guardian, or other family member secures a loan for payment of tuition, it must remain an obligation of the parents, guardian, or other family member to repay the principal and interest in full with no exception.  Financial aid will be allowed under the following conditions:

a) Financial aid may only be awarded on the basis of need.  Proof of need must be filed in the AAA office on forms approved by the Exec Dir.  In order to determine the basis for need, all schools awarding financial aid shall use on the of the following agencies.  Assessment (Hernando, MS), Private School Aid Service (Lakewood, OH), School and Student Service for Financial Aid (Princeton, NJ), Tuition Aid Data Services (St. Paul, MN), and FACTS Grant in Aid Agency (Lincoln, NE).  The use of any unapproved agency renders the student ineligible.

b)  Any loan program, grant program, educational foundation, scholarship or similar program that is established and/or administered in whole or in part, by a school or official of a school is considered financial aid.

c)  Schools shall remove any student from athletic eligibility whose accounts with the school are 60 days overdue.

*All records pertaining to financial aid or tuition assistance shall be open to the AAA upon its request.  Each school shall be responsible for securing necessary authorization to allow the AAA to review or audit such records.

Add Athletic Director to the list of superintendent designees who may serve as a school’s voting representative.

 

Proposal No. 2 / Passed

 

All Activity District proposals must be submitted to the AAA office 72 hours in advance of the Activity District meeting.

Proposal No. 3 / Failed

 

The nonpublic school enrollment figures shall to taken from a school’s report to ANSAA at the beginning of the even year prior to the next classification cycle, multiplied by l.50.

Proposal No. 4 / Passed

An isolated school may request to move up in classification to alleviate excessive travel. If allowed to move up adjustments must be made to maintain classification numbers. An isolated school shall be defined as any school whose conference one way travel averages 200 miles for more.

Proposal No. 5 / Failed

For fall and spring sports except Football in 6A and 7A classifications. Starting in the 08-09 school year all schools with enrollments that place their school in the class 6A or 7A classification will be placed in one classification for conference play in volleyball, girls and boys basketball, girls and boys soccer, softball and baseball. The AAA will assign all schools in 6A and 7A to regular season conferences based on geographic considerations. Conferences will not have less than six schools or more than ten schools in a conference. At the end of the regular season in volleyball, girls and boys basketball , girls and boys soccer, softball and baseball, all schools will be assigned back to their current 6A or 7A classification based on enrollment for regional tournament play to qualify for the state tournament.

Proposal for Basketball and Spring Sports for Class 1A, 2A and 3A All schools with enrollments that would place them in class 1A, 2A and 3A will be placed in one classification for conference basketball play. The Arkansas Activities Association will

assign all these schools to basketball conference based on geographic considerations of not less than six or more than ten schools for regular season conference play. At the end of the regular season all schools will be assigned to their current districts based on

enrollment for district, state and regional basketball tournament play using the same format we currently have in place. Seeding for district tournaments will be based on a team’s overall record. Each district may also have the option of using strength of schedule as a determining factor in seeding teams.

ANSAA Board Meeting June 6, 2006 / Summary

bulletANSAA Board member Becky Webster has accepted a job with Mansfield Middle School teaching math and will no longer be on the ANSAA Board. Becky has been a tremendous asset to the board serving as board secretary and assisting in many site visits. We wish her success and happiness in her new endeavors.
bulletMark Benton will be stepping down as ANSAA treasurer with Ellis Arnold taking over the position. Mark has given many hours of service to the ANSAA Board, working as treasurer for five years. He has also been instrumental in working with the AAA Board and will remain on the ANSAA Board in the same capacity.
bulletGreg Jones, former Superintendent of Trinity Christian School in Texarkana, has accepted a job as the high school principal at Shiloh Christian School in Springdale. We are grateful that Greg will continue to serve as an ANSAA Board member.

bulletAAA Update

A parent from one of our ANSAA schools filed a lawsuit regarding the 1.75 multiplier for private school participation in AAA. Nora Yates went on record stating that AR Baptist does not support this action.  The board made a decision to table further discussion until the August board meeting.  Two factors that will be taken into consideration at this meeting are; the lawsuit to reduce the 1.75 to a 1.5 multiplier was rejected by the courts and the AAA membership in August voted against the proposal to replace the 1.75 with a 1.5 multiplier.

The review of ANSAA standard 10.3 was tabled until the August board meeting.  A committee will meet prior to the regularly scheduled meeting in August to determine guidelines for a financial review.

bulletCatholic Leadership Program

Vernell Bowen reported that the first group will complete the 18-hour Catholic leadership program with the University of Dallas this summer.  There will be a new group of students formed in the fall.

bulletNon-tradition licensure Program

On June 12, 2006, the AR State Board of Education voted unanimously to allow teachers trained in the Pathwise program to mentor a NTL teacher in a private school that is accredited by a nationally recognized accrediting association. This ruling was a waiver  added to the April ruling stating only public schools would be allowed to participate in the NTL program. All ANSAA Accredited Schools are members of the National Federation of Nonpublic School State Accrediting Associations which is approved by the U.S Department of Education.

            C. Legal attendance:

                 a. Residence, transfer and legal attendance rules apply only to students whose parents reside in the State of Arkansas, transfer within the State of Arkansas or meet the Changing Schools/Athletic Participation (CSAP) guidelines. CSAP may only be used by schools within the State of Arkansas.

     b. Students residing outside the State of Arkansas must meet one of the above guidelines in Section B and C. This includes any students from foreign countries except those in an approved Foreign Exchange Program.

Greetings from the ANSAA Office,

The following is a list of frequently ask questions concerning professional development hours required by the Arkansas Department of Education for the renewal of an AR Teaching License.  Please let me know if you have questions.

Our ANSAA schools are required to have 178 teacher/student interaction days (Standard*6.1). The ANSAA policy manual does not designate a set number of days for professional development and parent/teacher conferences. However, most ANSAA school have 5 days for professional development  and 2 parent/teacher conference days built into their school calendars, totaling 185 minimum days per school year. Adding more professional development days to the school yearly calendar will be left to individual ANSAA schools.

Topic: Professional Development  & Arkansas Teacher License

What are the current requirements for renewing an AR Teaching License?

Teachers seeking to renew an AR Teaching License will be required to have 60 professional development hours per year (beginning with the 2004-05 school year) to renew their teaching license. The number of hours required for a given teacher will depend on when they renew during the next five years.  For example, if my license expires at the end of the 2004-05 year, I would need 30 hours per year for the first four years and 60 hours for the fifth year (04-05).  Under the new rules and regulations, the requirement for technology training is still six hours of the sixty.
  

Will ANSAA schools be required to have 60 hours of professional development per year? ANSAA Standards 4.5, 4.6, 4.7 refer to in-service / professional development but do not state a required number of hours.  Some schools may want to add more in-service days to their yearly calendars to help teachers meet the requirements for renewing Arkansas Teaching Licenses (60 professional development hours per year); again this will be left to individual ANSAA schools. The private schools are not required by law to add 5 more in-service days to the yearly school calendar.

How will professional development hours be tracked in the nonpublic schools?

Check with your superintendents on the method that will be used to verify the hours within in your school system.

What areas will the state accept as professional development hours?

All professional development hours are to relate to the improvement of student achievement. Any of the following activities may be counted if they relate to that goal: conferences, workshops, institutes, individual learning, mentoring, peer coaching, study groups, National Board for Professional Teaching Standards Certification, distance learning, internships, and approved college/university course work consistent with National Staff Development Council Standards.

How many professional development hours can be counted as college/university course work?

No more than 30 of the 60 hours required can be college/university course work.

A three hour graduate-level college credit course counts as 12 hours of professional development, provided the college credit is related to and enhances the teacher's knowledge of the subject area in which the teacher is currently teaching or is part of the requirements for the teacher to obtain additional certification.

What focus areas are accepted for professional development?

The following twelve areas are accepted for professional development; at least 6 of the 60 required hours must be in educational technology.

  1. instructional strategies
  2. assessment
  3. advocacy/leadership
  4. systemic change process
  5. standards
  6. frameworks and curriculum alignment
  7. supervision
  8. mentoring/coaching
  9. educational technology
  10. principles of learning/developmental stages
  11. cognitive research
  12. building a collaborative learning community

Do professional development requirements different for classroom teachers and school administrators?

All administrators will be required to have no less than three hours of professional development designed to enhance understanding of effective parent involvement strategies and the importance of administrative leadership in setting expectations and creating a climate conducive to parental participation. Administrators also need professional development hours in data disaggregating, instructional leadership, and fiscal management. 

Do classroom teachers also need professional development hours in effective parental involvement strategies?

Each teacher shall be required to have no less than two (2) hours of professional development designed to enhance understanding of effective parental involvement strategies. These two (2) hours may be included in the 60 hours required for professional development.

Adding Days to the 2004-2005 School Calendar:

The teacher/student interaction days will remain at 178 days for the 2004-2005 school year. The state is adding 5 more in-service days to the public school calendar. Their contracted days will be as follows: 178 teacher/student interaction days, 10 teacher in-service days, and 2 parent/teacher conference days, totaling 190 contracted days.

 

Our ANSAA schools are required to have 178 teacher/student interaction days, five days for in-service, and 2 parent/teacher conference days, totaling 185 minimum days required. Adding more in-service days to the school yearly calendar will be left to individual ANSAA schools.

 

Some schools may want to add more in-service days to their yearly calendars to help teachers meet the requirements for renewing Arkansas Teaching Certificates (60 in-service hours per year); again this will be left up to individual ANSAA schools. The private schools are not required by law to add 5 more in-service days to the yearly school calendar.

 

Renewing Arkansas Teaching Certificates:

Hours of Instruction Time: 

The planned instructional time in each school day shall not average less than 6 hours per day for 30 hours per week. 

 

BMI:

Private schools are not required to add the BMI to student records. The Arkansas Center for Health Improvement is willing to assist private school if they are interested in adding this information to their student records. The decision to participate in BMI will be left up to the individual ANSAA schools.

 

Graduation Requirements / 4 units of Math:

Students starting in the 9th grade for the 2004-2005 school year will need 4 units of Math for graduation. The following 16 units will be required for all students for high school graduation: English - 4 units, Math - 4 units, Science - 3 units, Social Studies - 3 units, Oral Communication - 1/2 unit, Physical Education - 1/2 unit, and Health & Safety - 1/2 unit. At least a total of 22 units earned in grades nine through twelve will be required for high school graduation; the 16 required units listed above and 6 units of electives.

  

Pre-Kindergarten Programs:

Many of our ANSAA schools have three and four-year-old programs. ANSAA does not oversee the accreditation of these programs but does advise that schools seek DHS certification or follow the DHS minimum licensing requirement for child care centers.

 

The following staff child ratios are the same for next year:

2 ½ - 3 years                           1 staff per 12 children

4 years                                     1 staff per 15 children

5 years to kindergarten           1 staff per 18 children

kindergarten                             1 staff per 20 children              

 

 

Readiness Screening For Kindergarten Students:

To date this does not apply to private schools.

 

Act 35 of 2003 (2nd Extraordinary Session of the Arkansas 84th General Assembly) requires the Arkansas Department of Education (ADE) to implement a developmentally appropriate uniform school readiness screening and establish a concise system of reporting the performance. Beginning with the 2004-2005 school year, the ADE shall require all school districts to administer a statewide uniform school readiness screening to each kindergarten student upon entry of school. The state mandated screening tool will be determined within the next few months, as well as the screening time frame. Schools will not be responsible to purchase the mandated screening nor screen children prior to the first day of school.

Many of our ANSAA Schools are using the Early Prevention of School Failure as a method of screening and as a pre/post diagnostic test.  It gives teachers and parents feedback on how to help the child in the Language, Visual, Auditory, and Motor Skills.
